LIONS Riyadh Is a Bet on Saudi Demand. The Creative Supply Now Has to Prove It.

LIONS Riyadh signals that Saudi Arabia’s creative market has reached a new stage: budgets, global brands, talent, and award-winning work are converging. But the real test is what Saudi creativity builds before 2027. Prestige does not travel. Proof does.

LIONS Riyadh Is a Bet on Saudi Demand. The Creative Supply Now Has to Prove It.

Global creative festivals do not go where the money is alone. They go where the money is, the audience is, and the work has started to travel.

On 17 September 2026, LIONS, the organiser of Cannes Lions, announced it is coming to Riyadh. LIONS Riyadh runs 6 to 8 December 2027 at the King Abdullah Financial District (KAFD).

That is a market signal. It says Saudi Arabia has crossed a threshold.

The useful question is which threshold, and how far past it the market really is.


The Observation

Saudi Arabia has matured as a buyer of creative work faster than it has matured as a maker of it.

The buyers are here. The budgets are here. The event machinery is here. The creative output is arriving, but it is concentrated in a few agencies and a few kinds of client.

LIONS Riyadh sits on exactly that gap. It brings global standards to a market that now has the money to use them.


What Was Actually Announced

Precision matters here. The headline version is easy to overstate.

Fact: LIONS Riyadh is a three-day festival organised by LIONS, Tahaluf and Saudi Arabia's Ministry of Media. It is built around keynotes, learning programmes and networking. It targets CMOs, creative leaders, agencies, brands and emerging talent.

Fact: LIONS says it will not introduce new awards at LIONS Riyadh. Dubai Lynx remains the regional awards home. LIONS describes the Riyadh event as complementing both Cannes Lions and Dubai Lynx.

Fact: Cannes Lions stays in Cannes. Its next edition is scheduled for June 2027.

Fact: Riyadh is one of three regional LIONS platforms. The others are a North America event (Denver in October 2026, Nashville in 2027) and Lions Asia, the rebrand of Spikes Asia from 2027.

SOOGK Analysis: This is not Cannes Lions moving to Riyadh. It is a regional LIONS platform that brings benchmarks, research and learning to the Middle East. Saudi Arabia is not hosting the world's biggest awards show. It is hosting the world's most recognised creative brand as a knowledge and networking event.

That is still significant. It is also a fairer test of readiness than an awards show would be. Awards measure the work. A knowledge festival measures the whole market.


Why the Structure Fits

Fact: Informa acquired Ascential, the parent of LIONS, in 2024 for roughly $1.5 billion. Tahaluf, the Riyadh events organiser, is a joint venture between Informa and Saudi entities.

SOOGK Analysis: The same parent sits on both sides of the table. That lowers the execution risk. LIONS does not need to learn how to run a large event in Riyadh. Tahaluf already does.

It also explains the timing. A parent company with a Saudi events arm and a global creative brand has an obvious product to build.


The Case for Readiness

Four pieces of evidence support the claim that the market has matured.

1. The money has arrived

Fact: Research and Markets estimates Saudi digital ad spend at $4.68 billion in 2026, up 16.8%. It forecasts $7.98 billion by 2029, a 19.4% compound annual growth rate. The same report puts 2020 to 2025 growth at 13.9% a year.

Fact: Saudi Arabia says about 600 foreign companies have set up regional headquarters in the Kingdom under the RHQ program launched in 2021 (Saudi Press Agency, March 2025).

SOOGK Analysis: These are third-party estimates and an official count. Read them as direction, not precision. The direction is consistent. More multinational marketing decisions are now made in Riyadh, and more of the budget behind them is spent locally. A festival about creative benchmarks needs exactly that audience.

2. The event machine works at scale

Fact: LEAP 2026, organised with Tahaluf, was forecast to draw more than 201,000 visitors, 1,800 global tech brands and about 1,900 investors over 13 to 16 April.

Fact: The Esports World Cup 2025 reported more than 3 million visitors to Boulevard Riyadh City, 340 million hours watched and a $70 million prize pool. Competitors came from 89 nationalities.

SOOGK Analysis: The LEAP figure is a pre-event forecast, and the Esports World Cup numbers are organiser figures. Neither is audited. Still, they show that Riyadh can host international audiences at a scale far larger than a creative festival needs. A three-day LIONS event is small by these standards. Logistics is not the constraint.

3. The industry now measures itself

Fact: The first Effie Awards Saudi Arabia ceremony was held in Riyadh on 11 June 2026, organised by NordStella with Effie Worldwide. Habbar won the Grand Prix for "Time To Speak Up For Manhood" for Sayyar. Mobily was named Most Effective Brand of the Year in Saudi Arabia.

Fact: Athar Festival, run by Motivate Media Group, is expanding to more than 3,000 professionals in 2026. LIONS has formed an alliance with it for the Riyadh event.

SOOGK Analysis: A market that runs its own effectiveness awards and its own professional festival is a market with a community. LIONS does not have to build an audience from zero. It has to connect an existing one to a global network.

4. The work has started to win outside the region

Fact: At Cannes Lions 2025, MENA earned 32 wins, up from 22 in 2024. Saudi Arabia accounted for 13 of them. BigTime Creative Shop won 7 across "The 4th Judge" and "Obsession". SRMG Labs won a Gold and two Silvers for Billboard Arabia's "The Second Release". VML Riyadh won a Silver and two Bronzes for HungerStation's "The Shaded Route".

Fact: At Dubai Lynx 2025, Saudi brands and agencies won seven Grand Prix. BigTime Creative Shop Riyadh was named Independent Agency of the Year.

SOOGK Analysis: Thirteen of 32 is about 41% of the region's Cannes wins. That is a real result. Note what produced it. Most of the standout work came from sport, entertainment and media properties: Riyadh Season, boxing, Billboard Arabia. Saudi Arabia is winning where it owns the cultural product.

Where the Case Is Thinner

A fair reading needs the counter-evidence. There is some.

The 2026 result was smaller

Fact: At Cannes Lions 2026, the MENA region earned 20 Lions. Saudi Arabia accounted for three, across two campaigns: Saudia's "Let It Fly" and Ring Magazine's "The Ring: The Legacy Continues". Another outlet's tally also credits Landor's "Saudia: The Coolest Ihram" with a Bronze.

SOOGK Analysis: Thirteen wins in 2025 became three or four in 2026. Saudi share of MENA wins fell from about 41% to about 15%. One year does not make a trend. But it does show that the 2025 result was concentrated in a few agencies and a few campaigns. Depth is not yet proven.

The wider context matters too. Cannes Lions entries fell about 25% in 2026, from 26,900 to 20,050. Awards volume was down everywhere.

The regional creative centre of gravity is still Dubai

Fact: In 2026, the UAE accounted for 15 of MENA's 20 Cannes Lions wins. FP7 McCann MENAT alone won 10.

SOOGK Analysis: Dubai still holds most of the region's award-winning network talent. Many Saudi wins are produced by Saudi offices of networks that lead from the UAE. LIONS Riyadh will show whether that talent base is moving to the Kingdom or only visiting it.

The awards story stays in Dubai

Fact: LIONS confirmed no new awards for Riyadh.

SOOGK Analysis: This protects Dubai Lynx. It also means Saudi work will not be judged in Riyadh under the LIONS name. Riyadh becomes the stage for conversation, not the scoreboard. For a market that wants to show the world its work, that is a limit worth stating.

The visitor system is still catching up

Fact: SOOGK's earlier reporting found only about 2% of inbound Saudi trips were for leisure, and that the supply of inbound destination management companies had not kept pace with demand.

SOOGK Analysis: A festival with international delegates depends on hotels, transport, guides and curated experiences. The tourism supply gap is the same one that affects every inbound event. Delegates who arrive expecting Cannes-level fringe programming, from beach events to private dinners, will meet a younger ecosystem.

What Saudi Arabia Should Show

The world will not judge LIONS Riyadh on its stage design. It will judge it on what Saudi work is on the stage.

The strongest evidence points to one answer. Show the work where Saudi Arabia owns the cultural product.

That means sport, entertainment, live events, publishing, and the national carrier. These are the categories where the 2025 and 2026 wins came from. They are also the categories where Saudi Arabia has assets no other market can copy.

The weaker play is to showcase imported formats with Saudi localisation. That work is already visible in every market. It will not make a delegate from Sydney or São Paulo change their view of the Kingdom.

SOOGK Analysis: The credible pitch is not that Saudi Arabia is ready to imitate global creative markets. It is that Saudi Arabia has creative work that global markets cannot make.

How to Know It Worked

Readiness is easy to claim and hard to measure. These are proposed indicators, not official targets.

SOOGK Estimate: Watch five numbers between now and December 2027.

  1. Saudi share of MENA Lions at Cannes 2027. A return to 2025 levels would show depth. Another drop would show dependence on a few agencies.
  2. Saudi entries and wins at Dubai Lynx 2027, the regional awards benchmark that LIONS says stays in place.
  3. The share of international delegates at LIONS Riyadh, as opposed to regional and Saudi attendees.
  4. The number of global holding-company and independent agency leaders who attend in person, not by video.
  5. The share of Saudi speakers on the programme. Too low signals a foreign showcase. Too high signals a domestic conference.

None of these is published yet. All can be tracked from public sources.


The Implication

LIONS Riyadh does not prove that Saudi Arabia has arrived. It proves that someone with a global reputation to protect believes the market is worth building for.

That is a different and more useful fact.

The lesson for Saudi marketers is not that the world is now watching. It is that a festival can only show what already exists. The 2027 stage will be filled with whatever the market builds in the next fifteen months.

Prestige does not travel. Proof does.

Three limits apply. The digital ad spend figures are third-party estimates, not official statistics. The LEAP figure is a pre-event forecast. Cannes Lions MENA tallies differ by outlet: Campaign Middle East reports 20 MENA Lions for 2026, while LBB reports 28 for the wider Middle East and Africa. This paper uses the MENA figure for regional comparisons.
